Este caso relata a formulação de um contrato de desenvolvimento urbano entre o governo federal do Canadá, o governo da província de Columbia Britânica e o governo municipal de Vancouver. Esse acordo multigovernamental, com a participação da comunidade, concentrou-se no aperfeiçoamento dos serviços e na introdução de melhorias na região central-leste (Downtown Eastside) da cidade de Vancouver, área afetada por profundos problemas sociais. Foi assinado em março de 2000, com prazo de vigência de cinco anos, e renovado em abril de 2005 por mais cinco anos. Soube aproveitar as oportunidades abertas com a candidatura de Vancouver à sede dos Jogos Olímpicos e Paraolímpicos de Inverno de 2010, como elemento catalisador da revitalização da área e da construção de um programa que garantisse sustentabilidade social à região.
