Toimintaterapian kansainväliset laatukriteerit: laatu kansainvälisten kriteerien mukaan

Abstract
Opinnäytetyön tarkoituksena oli kartoittaa mitkä ovat toimintaterapian keskeisiä laatutekijöitä kansainvälisten laatustandardien mukaan. Tämän selvittämiseksi tutkin Australian, Iso-Britannian, Kanadan ja Yhdysvaltojen englannin kielellä julkaistuja laatustandardeja. Opinnäytetyön tuloksena syntyi kooste toimintaterapian keskeisistä laadun tekijöistä, jotka esiintyvät tutkituissa standardeissa. \n \nTutkimusmenetelmänä oli kartoittava kirjallisuuskatsaus. Tutkimusaineistona oli neljän englanninkielisen maan laatustandardit, joita tutkittiin yhteisten laadun määreiden löytämiseksi. Laatu on käsitteenä laaja, ja sen toteutumista voidaan arvioida monesta eri näkökulmasta riippuen tarkastelijasta. Tässä työssä tarkasteltiin laatua toimintaterapian ammatillisesta näkökulmasta. Tuloksena esitetään standardeista löydetyt laatutekijät. Löydetyt laatutekijät voidaan jakaa toimintaterapian toteuttamisen tapoja säänteleviin tekijöihin ja toimintaterapeutin osaamista säänteleviin tekijöihin. Tulosten tarkastelussa esitetään laatutekijöiden sisältöä, eli sitä, miten niitä on standardeissa määritelty. Tuloksissa tarkastellaan lisäksi miten nykyaikaisen toimintaterapian keskeiset käsitteet esiintyvät laatutekijöissä. Lopuksi tuloksia tarkastellaan suhteessa siihen, miten suomalainen lainsäädäntö ja kuntoutusta velvoittavalla tavalla ohjaava muu sääntely tukee löydettyjen laatutekijöiden toteuttamista Suomessa. \n \nOpinnäytetyötä voi jatkossa hyödyntää suomalaisten toimintaterapian laatustandardien kehittämisessä, toimintaterapeutin ammatillisten osaamisprofiilien laatimisessa ja toimintaterapian laatujärjestelmän kehittämisessä. Tässä esitetyt laatutekijät ovat yleistettävissä laajemminkin kuntoutusta ohjaavan sääntelyn kehittämiseen ja hyödynnettävissä kilpailutusten toteuttamiseen. \n \nThe aim of this research is to find essencial factors of quality in occupational therapy work according to international quality standards. Quality is not easily defined, and the definition of quality is highly dependent on the standpoint of the observer or stakeholder. This study aims to observe quality on the standpoint of occupational therapy as profession and find and define common professional factors of quality. To find these factors I studied four professional quality standards, which are published in Australia, Great-Britain, Canada and USA. The result is list of factors, which define quality in these professional standards. The research method was review of literacy. \n \nThe essencial factors that occur in all four standards were found and organized in two groups: factors that supervise practicing occupational therapy and factors that supervise the professional knowledge and competence of occupational therapist. As result I present factors of professional quality and how these factors are defined in professional quality standards. Finally, I present how Finnish legislation and regulation enhances and supports the presence of these factors in rehabilitation practices. \n \nThese results may benefit developing national quality standards for occupational therapy in Finland, or professional competency profiles for occupational therapists. They may be utilized to develope quality systems for organizations. These essencial factors may be used to define the quality of rehabilitation also in wider context than considering occupational therapy alone.
