Uusien paloturvallisuus- ja hengenpelastuslaitemääräysten taloudelliset vaikutukset kotimaanliikenteen varustamoille

Abstract
Opinnäytetyö käsittelee vuosina 2016–2017 voimaan tulleiden uusien paloturvallisuus- ja hengenpelastuslaitemääräyksien taloudellisia vaikutuksia kotimaan matkustajaliikenteen varustamoille. Työn tarkoituksena on selvittää kuinka suuret kustannukset määräysten muuttumisesta on aiheutunut varustamoille suhteessa näiden liiketoiminnan kokoon ja kuinka hyvin varustamot ovat uudistuksista selvinneet. Varustamojen ja niiden alusten ominaisuuksista haetaan korrelaatioita kustannuksiin. Opinnäytetyötä on tarkoitus käyttää apuna ja tukena toimeksiantajan päätöksenteossa ja alan edunvalvonnassa.\nTyön pohjana käytettiin Trafin antamia uusia turvallisuusmääräyksiä, joista selvitettiin merkittävimmät muutokset edellisiin määräyksiin verrattuna. Varustamoja koskeva selvitys suoritettiin kyselytutkimuksena, joka lähetettiin Suomen Matkustajalaivayhdistys Ry:n jäsenvarustamoille. Kyselyssä selvitettiin varustamoiden kokoa, taloutta ja niiden alusten perustietoja sekä uusista määräyksistä aiheutuneita kustannuksia.\nKyselyn tuloksista selvisi että uusien turvallisuusmääräysten taloudellinen vaikutus on ollut erityisesti pienemmille kotimaan matkustajaliikenteen varustamoille huomattava ja alusten uudistuksessa on ilmennyt paljon haasteita. Alusten koolla tai iällä ei ollut vaikutusta kustannusten suuruuteen. Moni varustamoista ilmaisi myös mielipiteensä uudistuneista määräyksistä, sekä puolesta että vastaan.
