Abstract
Suomi on jo pitkään komeillut kansainvälisten tilastojen kärjessä lähes korruptiosta vapaana maana, mutta vastoin yleistä käsitystä myös Suomessa on korruptiota. Suomessa korruptio ei niinkään ole katutasolla tapahtuvaa lahjontaa, vaan se on rakenteellista korruptiota, jossa käytetään hyväksi yhteiskunnan rakenteista löydettäviä porsaanreikiä. Huolenaihetta ovat erityisesti herättäneet Suomessa toimivat epäviralliset verkostot, joita kutsutaan hyvä veli -verkostoiksi. \n \nTutkimusten mukaan korruptio on haitallista yhteiskunnalle monella eri tapaa, mutta korruption vaikutuksista talouden kehitykseen ei ole vielä päästy yhteisymmärrykseen. Toisaalta sen nähdään vaikuttavan siihen positiivisesti, toisaalta negatiivisesti. Tässä tutkimuksessa korruption vaikutusta talouden kehitykseen tarkastellaan erityisesti ylijäämäntavoittelun (engl. rent-seeking) teorian näkökulmasta. Sen mukaan korruptio on haitallista talouden kehitykselle etenkin pitkällä aikavälillä, sillä korruptio rajoittaa kilpailua, kasvattaa julkisen sektorin kokoa, vähentää yksityistä investointia ja innovointia sekä lisää eriarvoisuutta. Korruption on myös todettu heikentävän instituutioiden luotettavuutta. Mutta vaikuttaako korruptio myös Suomessa talouden kehitykseen? \n \nTällä tutkimuksella pyritään vastaamaan edellä esitettyyn kysymykseen korruption suhteesta talouden kehitykseen Suomessa. Tutkimuksen aineisto kerättiin teemahaastattelujen muodossa eli tutkimus toteutettiin laadullisena. Laadullinen tutkimusmenetelmä valittiin tutkimukseen kahdesta eri syystä: Suomessa esiintyvästä korruptiosta ei ole saatavilla riittävästi määrällistä aineistoa ja tutkimuksella haluttiin ymmärtää syvemmin korruption suhde talouden kehitykseen Suomessa. \n \nTutkimuksen johtopäätöksenä todettiin, että myös Suomessa korruptio vaikuttaa talouden kehitykseen. Tällä hetkellä korruptio ei kuitenkaan uhkaa talouden kehitystä Suomessa merkittävästi, mutta tulevaisuudessa se voi kuitenkin muodostua suuremmaksikin uhaksi, jos ongelmaan ei puututa ajoissa. Korruptiota tulisikin torjua jo hyvissä ajoin.
