Cette recherche s’intéresse et vise à décrire l’évolution de la paradiplomatie climatique de l’Ontario depuis 1992. Plus précisément, le mémoire s’inscrit dans une approche idiographique de présentation d’un phénomène par l’application d’un modèle déjà existant. Grâce à des entrevues semi-dirigées et l’observation documentaire, il a été possible de décrire l’évolution des activités paradiplomatiques en matière de Climat en Ontario. Cette analyse descriptive se base sur un modèle, développé par Chaloux, identifiant trois types de stratégies paradiplomatiques, qui est appliqué sur le cas de l’Ontario. Ces trois types de stratégies paradiplomatiques sont l’utilisation des canaux intracanadiens ou intergouvernementaux, l’utilisation des canaux extérieurs à l’État canadien et l’institutionnalisation de ses activités. En reprenant ce modèle, la présente analyse souhaite contribuer à la compréhension du phénomène de la paradiplomatie climatique au Canada et permettre, dans une recherche subséquente, de comparer les stratégies et instruments déployés par différentes provinces. Par l’application de ce modèle, l’analyse relève le manque de constance dans la position de la province et le déploiement de ses activités paradiplomatiques, ainsi qu’une très faible institutionnalisation de celles-ci. Cette analyse souligne donc qu’en près de 30 ans les relations internationales en matière de climat de l’Ontario ont peu progressé et se trouvent maintenant sensiblement au même point qu’en 1992.
