Le présent document a d’abord pour objectif de présenter le prêt hypothécaire indexé (PHI) et son utilisation dans le cadre du Programme fédéral des coopératives d’habitation (PFCH) au cours des années 1986 à 1993. Nous évaluons également le potentiel de reproduction de cet instrument pour le financement du logement communautaire au Québec.\nDans la première partie de cette étude, nous présenterons les caractéristiques du PHI comparativement au prêt hypothécaire à paiements égaux (PHPE), qui est généralement d’usage dans le financement à long terme du logement communautaire et privé. Nous rappellerons également les distinctions qui s’imposent entre, d’une part, le PHI à titre d’instrument hypothécaire et, d’autre part, le programme d’aide en vertu duquel il a été introduit, le PFCH de 1986 à 1993. Nous tracerons un bref bilan de la production de logements complétée sous ce programme, en soulignant les succès et les difficultés rencontrées.\nLa seconde partie nous permettra de circonscrire le contexte d’apparition du PHI, les besoins identifiés et les acteurs, pour ensuite décrire le processus de mise en œuvre du programme, notamment l’appariement entre le capital et les projets.\nEn terminant, nous tenterons de tirer les leçons de l’expérience vécue par les différents acteurs et d’identifier des améliorations possibles afin de dégager des pistes de travail prometteuses pour le secteur communautaire d’habitation au Québec.
