Ce mémoire explore les enjeux de gestion des risques et de gouvernance dans les projets d’infrastructures réalisés en Partenariat Public-Privé (PPP), à travers l’étude comparative de deux projets phares : le Réseau express métropolitain (REM) à Montréal et la Canada Line à Vancouver. Bien que tous deux aient pour ambition d’améliorer les réseaux de transport collectif dans un contexte urbain en transformation, ils se distinguent par la manière dont les acteurs ont structuré la prise de décision, réparti les responsabilités et réagi aux imprévus. L’analyse s’appuie sur des données secondaires issues de rapports officiels, d’évaluations d’audit et de recherches scientifiques, afin de mieux cerner les risques rencontrés qu’ils soient d’ordre financier, technique, social ou environnemental et les réponses apportées par chaque projet. Le REM, porté par un modèle de gouvernance fortement centralisé, s’est montré agile face à certains aléas, mais a été critiqué pour son manque de transparence. La Canada Line, à l’inverse, repose sur un modèle plus équilibré entre les partenaires publics et privés, ce qui a favorisé l’acceptabilité sociale, tout en limitant la marge de manoeuvre en cas de difficulté. En plus de dresser un état des lieux rigoureux, ce travail propose des recommandations concrètes pour améliorer la gestion des futurs projets en PPP. Il met notamment en avant l’intérêt d’un modèle de gouvernance hybride, d’une meilleure anticipation des risques sociaux, et d’un dialogue renforcé avec les parties prenantes. Enfin, il souligne l’importance de poursuivre l’évaluation du REM une fois son déploiement complet achevé, afin d’enrichir les apprentissages tirés de cette comparaison.
