Syrjäytyminen sisäisen turvallisuuden uhkana

Abstract
Tämän opinnäytetyön tarkoituksena oli perehtyä Suomen sisäisen turvallisuuden uhkaan, syrjäytymiseen. Perinteisesti sisäministeriön alaisia viranomaisia on pidetty keskeisinä toimijoina, kun on puhuttu sisäistä turvallisuutta ylläpitävistä viranomaisista. Opinnäytetyön tavoitteena oli selvittää, pystyvätkö sisäministeriön alaiset viranomaiset ehkäisemään syrjäytymistä, ja paljonko syrjäytyminen aiheuttaa kustannuksia yhteiskunnalle. Opinnäytetyön teoreettinen viitekehys pohjautui Suomen sisäistä turvallisuutta koskeviin selvityksiin sekä Suomessa aikaisemmin julkaistuihin syrjäytymistä koskeviin tutkimuksiin. Opinnäytetyö toteutettiin kuvailevana narratiivisena kirjallisuuskatsauksena. \n \nTutkimustulokset osoittivat, että lapsena tai nuorena alkaneella syrjäytymisellä on erittäin pitkäaikaiset vaikutukset niin yhteiskuntaan kuin yksilöönkin. Tutkimuksista käy ilmi syrjäytymisen ylisukupolvisuus. Tämä tarkoittaa sitä, että huono-osaisuus periytyy helposti sukupolvelta toiselle. Syrjäytymisen ylisukupolvisuus ei periydy geneettisesti, mutta vanhempien matala koulutustaso, työttömyys, toimeentulotukiasiakkuus tai päihde- ja mielenterveysongelmat lisäävät syrjäytymisen riskiä merkittävästi. Peruskoulun jälkeisen tutkinnon on puolestaan todettu vähentävän nuorten myöhempää syrjäytymisen riskiä. \n \nOpinnäytetyössä käsitellyn aineiston pohjalta voidaan todeta, että sisäministeriön alaiset turvallisuusviranomaiset eivät pysty lakisääteisillä tehtävillään tehokkaasti ehkäisemään syrjäytymistä. Mikäli sisäistä turvallisuutta heikentävä toiminta nähdään olevan peräisin syrjäytymisestä, tulisi siihen mieluummin puuttua ennaltaehkäisevästi kuin jälkikäteen reagoimalla. Syrjäytymisen luoma uhka sisäiselle turvallisuudelle on niin moniulotteinen kokonaisuus, että sen ratkaiseminen ei ole mahdollista pelkästään turvallisuusviranomaisten toimesta vaan vaatii laaja-alaista panostusta koko yhteiskunnalta.
