Alkoholin etämyynnin kehitys 1990-2021 : Suomi, sisäkauppa ja kolmannet maat

Abstract
Tässä opinnäytetyössä tarkastellaan alkoholin ja sen etämyynnin kehitystä. Pääpaino on Suomen kehityksessä, mutta vertailun vuoksi tarkastelussa on myös eurooppalainen kehitys yleisesti. \nSuomi poikkeaa lainsäädäntönsä vuoksi merkittävästi Euroopan yleisestä linjasta alkoholin suhteen. 2000-luvun aikana tosin on selkeää löystymistä tässä asiassa tapahtunut. Suomi elää viennistä, ja alkoholin vientikin sujuu erinomaisesti, siitä huolimatta alkoholia koskeva maan sisäinen etämyynti ei ole sallittua. Vaikka kotimainen etämyynti ei ole sallittua, ulkomailta etämyynti ja etäosto kuitenkin ovat mahdollisia. Tämä näyttäisi asettavan kotimaiset ja ulkomaiset toimijat eriarvoiseen asemaan. \n \nAlko suorittaa tunnollisesti kansanterveydellistä tehtäväänsä alkoholihaittojen vähentämisestä ja alkoholin myynnin rajoituksesta, myös etämyynnissä. Taustalla vaikuttanee myös uhat Alkon omassa liikevaihdossa. Alkoholin etämyynti ajatuksenakin oli kauan Suomessa tuomittavaa, tästä syystä onkin erikoista, että Alko on itsekin perustanut verkkokaupan. \nOn todettu, että alkoholi aiheuttaa terveyshaittoja liikakäytön ollessa kyseessä ja tästäkin syystä olisi tärkeää pitää alkoholin myynnistä saatava vero kotimaassa. Mutta koska Suomen verotus on erittäin korkea, hintakilpailu ulkomaisten toimijoiden kanssa on haastavaa. \nEdellisen lisäksi myös EU-komissio on pyytänyt Suomelta lisäselvitystä etämyynnin rajoituksista ja verosekaannuksista EU-Pilot menettelyn muodossa. Tämä tukee sitä ajatusta, että Suomen lainsäädäntö tai sen tämänhetkinen tulkinta olisi ristiriidassa EU:n tavaran vapaan liikkuvuuden periaatteen kanssa.
