Abstract
В работе рассматриваются особенности защиты культурных прав коренных народов Арктики на примере России и Канады. Представлена роль отдельных направлений культуры, а именно сфера образования коренных народов, их спортивная деятельность, а также кинематограф и народное художественное творчество. В исследовании сделан акцент на современном этапе: культурная деятельность коренных народов РФ преимущественно относится к периоду с 2014 года, когда вышел указ Президента об определении границ Арктической зоны Российской Федерации. Также культурная деятельность коренных жителей канадской Арктики представлена современным этапом. \nБыл проведен анализ нормативно-правовой базы, относящейся к правовой защите культурных прав коренных народов Арктики в России и в Канаде. В ходе исследования были выявлены основные тенденции в установлении законодательного режима защиты культурных прав, рассмотрены особенности тематики культурных прав. В результате были определены области культурной деятельности, которым мало уделяется внимания в контексте рассмотрения проблематики коренных народов: дошкольное образование, спортивная деятельность, кинематограф и народное художественное творчество.
