Naboskapet med stormakten Sovjetunionen under den kalde krigen gjorde at Norge i en krigssituasjon var avhengig av støtte fra allierte land for å kunne beskytte seg mot et mulig angrep fra Sovjetunionen. Det var viktig for norske myndigheter å skaffe bredere militær støtte for å vise hvor mange land, og hvilken motstand, et angrep fra øst ville bli besvart av. Men hvem skulle forsvare Norge? \nCanada hadde under den andre verdenskrig og i tiåret etter stilt lojalt opp for den vestlige verdens utfordringer i Europa. En sterk krigsdeltagelse og påfølgende stasjonering av styrker i Vest-Tyskland viste at Canada sto beredt til å bidra til å sikre freden i Europa i en kritisk gjennoppbyggingsfase. Endret kanadisk forsvarspolitikk på slutten av 1960-tallet medførte at styrkebidraget til sentralfronten ble redusert og at en kanadisk brigade ble forpliktet til Natos-fellesforsvar. Brigaden ble kalt Canadian Air/Sea Transportable Brigade (Cast-brigaden). For norske myndigheter var bidraget fra Canada kjærkomment som det eneste øremerkede militære bidraget til Norge, da Nord-Tyskland og Danmark som mulige innsettingssteder ble fjernet fra forpliktelsen fra 1976. Brigaden var stasjonert i Canada og måtte fraktes til Nord-Norge før et eventuelt krigsutbrudd. Den lange innsettingstiden skapte tvil om troverdigheten til styrkebidraget. Det skulle imidlertid vise seg vanskelig å gjennomføre tiltak som bedret forpliktelsens verdi. Brigaden var en sentral del av det bilaterale samarbeidet mellom de to likesinnede landene Norge og Canada i perioden den eksisterte fra 1967-1989.
