Abstract
Cette monographie décrit la lutte des citoyennes et des citoyens de Beauharnois, des groupes environnementaux du Québec ainsi que de la population québécoise, contre le projet de centrale thermique du Suroît. Cette lutte s'est déroulée entre septembre 2001 soit le moment où Hydro-Québec Production a fait connaître son projet de construction au gouvernement du Québec et novembre 2004 soit le moment où le gouvernement a annoncé l'abandon du projet de centrale thermique sous les pressions des groupes et citoyens québécois. Tout au long de cette lutte, plusieurs phénomènes se sont avérés favorables à sa réussite. Nous pouvons penser, entre autres, à l'appui massif et général de la population et de nombreux groupes et acteurs de tous les secteurs de la société civile ; à la contribution de nombreux alliés au succès de cette lutte ; à l'importance et au poids du mouvement écologiste québécois ; à l'association entre l'objet concret de cette lutte et des enjeux plus globaux de protection de l'environnement et de lutte contre les changements climatiques ; aux multiples stratégies déployées par les groupes en lutte ; et aux préoccupations de ces derniers pour demeurer en contact avec les intérêts de la population.
