O Adido de Defesa na sua função diplomática e de apoio à política de Defesa Nacional

Abstract
Historicamente, o Adido de Defesa (AD) tem assumido um papel relevante na Política de Defesa Nacional (PND), integrando o mais importante instrumento da política internacional do Estado, a diplomacia. Complementarmente, e porque as mudanças verificadas mundialmente nas últimas décadas nos sistemas político, diplomático e militar – e que originaram alterações na documentação estruturante da Defesa Nacional –, nem sempre foram refletidas no normativo enquadrador do AD, foi objetivo deste estudo propor contributos para otimizar o papel estratégico do AD na sua função diplomática e de apoio à PDN. Alicerçado num raciocínio indutivo, associado a uma estratégia qualitativa e a um desenho de pesquisa do tipo estudo de caso, analisaram-se as entrevistas conduzidas a 27 especialistas (nove decisores políticos e militares; 12 AD Nacionais, e seis AD Estrangeiros, todos acreditados e residentes em Lisboa). Desta investigação, concluiu-se que: o AD é um dos instrumentos principais da Ação Externa do Estado Português, devendo continuar a depender hierarquicamente do Chefe do Estado-Maior-General das Forças Armadas nas ações de representação, mas funcionalmente da Direção-Geral de Política de Defesa Nacional; é necessário rever o seu dispositivo, e os processos de seleção e formação, incluindo a diplomacia económica; o atual posto poderá alterar-se, em casos excecionais.
