Abstract
Le Nord québécois est une composante d’un nouvel espace économique que souhaite développer le gouvernement du Québec. Cet immense territoire recèle un potentiel de développement exceptionnel. Les populations qui vivent sur ce vaste territoire sont constituées de communautés autochtones et de municipalités. Toutes ces communautés vivent et évoluent dans un environnement nordique. Cet environnement présente parfois des conditions extrêmes, maritimes ou autres, selon l’endroit. Les citoyens de ces communautés sont attachés à leur territoire et déploient efforts et créativité pour maintenir un milieu de vie dynamique. Le présent exercice d’élaboration du Plan Nord repose avant tout sur la nécessité d’établir un partenariat entre les communautés, le gouvernement et les acteurs concernés. Cette démarche repose sur les valeurs de respect, d’écoute et d’ouverture. Les partenaires que constituent les Premières Nations, les Inuits, les municipalités, la société civile et le secteur économique par exemple, travailleront, avec le gouvernement, à l’élaboration de nouvelles possibilités pour les prochaines générations. Ils définiront, ensemble, un projet porteur et source de fierté pour l’ensemble de la société québécoise.
