Polibio de Megalópolis compone en esta “Historia universal bajo la República romana” una crónica total de los sucesos que, desde la Olimpíada 140, confluyen en un único cuerpo histórico: el ascenso de Roma a la hegemonía mediterránea. Su exordio proclama la utilidad moral de la historia y anuncia el enigma que guía el libro: cómo, en apenas cincuenta y tres años, los romanos sojuzgaron casi toda la tierra; para comprenderlo, vincula Italia, África, Asia y Grecia en una narración continua y causal. Polibio rechaza la parcialidad y exige verdad; por eso discute a Filino y a Fabio, corrigiendo sus relatos con método, comparación y crítica de fuentes. La obra avanza con precisión militar: de Messina y Regio a la primera guerra púnica; del asedio de Agrigento al salto naval con el “corvus”; de Mila y Ecnomo al desembarco en África; del triunfo de Régulo a su catástrofe ante Jantipo; y, más allá, al bloqueo de Lilibea y los virajes de la fortuna. El resultado es una historia universal que explica causas, estrategias y contingencias y enseña, con rigor y amplitud, el mecanismo por el cual una república, sobria en costumbres y recursos, se convirtió en potencia global duradera y hegemónica.
