“Great people building a great city” City of Edmonton Corporate Workforce Plan
Bibliographic record
Abstract
sets out a road map for transforming Edmonton and enhancing the quality of life for our residents. The plan identifies City Council’s six strategic goals, and we have built direction plans for each goal that we call The Ways. It is people – our staff – who will make this transform-ation happen and bring City Council’s vision to life. The 2015-2020 Corporate Workforce Plan is the framework to build the human resource capacity to deliver on The Ways. Four years ago, we began a journey to shift our organization’s culture to better face our challenges and capitalize on our opportunities. Culture is one of our central business strategies. By changing the way we work together, we expand our capacity to serve Edmontonians. We have made real change in our organization, and our work has not gone unnoticed. In 2014 the City of Edmonton was the first municipality in Canada to be chosen for the Waterstone Most Admired Culture award in the Public Sector category. Organizational culture will remain a primary business strategy for the City. It is the foundation of the 2015-2020 Corporate Workforce Plan as well as the lens through which we advance each initiative. The plan is ambitious, bold and fitting for both a top diversity employer in Canada and a top employer in Alberta. Let’s continue to build a workplace where every individual can reach their potential. Together, we can build a great city. Simon farbrother Message from the Branch Manager,

Full frame machine prediction
Teacher imitationNot calibrated prevalence, not ground truth. Human validation pending. The Gemma side is a direct model label for every work in the frame, read from the title-only record. The Codex side is a classifier learned from the 10,348 direct Codex labels and calibrated to design-weighted sample rates; fields without enough sample support carry no Codex call. Candidate is the union of the two sides; consensus is their intersection. These outputs are machine_predicted_unvalidated and are not human labels.

Machine scores (provisional)
The two teacher heads of the student model, read on this work. A score orders the frame for review; it never asserts a category, and the validation status ships verbatim with every row.
Baseline scores from an immature model (maturity gate not passed, 7 training rounds). Scores rank; they never assert a category.
score_only:v0-immature-baseline · verbatim from the scoring run: score_only means the number may rank works, and no category label ships from itClassification
machine, unvalidatedMachine predicted; a candidate call from one source (direct Gemma or distilled Codex), not a consensus.
