Abstract
Committee (SAC) in light of the proposed merger with the IESO and the OPA introduced under Bill 75 earlier this year. The objects of Bill 75 are contained in Appendix B. Section 17 of the Bill specifically references stakeholder input: “The OESO may, or when directed by the Minister shall, establish one or more processes by which consumers, distributors, generators, transmitters and other persons who have an interest in the electricity industry may provide advice and recommendations for consideration by the OESO.” Section 25.9 further references the existing processes for stakeholder input: “Any process established under section 13.2 or 25.12 as they read immediately before the day subsection 3 (1) of the Ontario Electricity System Operator Act, 2012 comes into force is continued after that subsection comes into force and is deemed to be a process established by the OESO under section 17.” This Discussion Paper is aimed at providing a background to the existing composition and Terms of Reference, which guide the affairs of the SAC, as well as guide discussion around the views of the current and future composition of the SAC as the IESO and OPA evolve into a merged organization. The intent is to identify any changes that may be required as a result of the merger, or changes needed regardless of the merger.
