Depuis les années 2010, plusieurs pays d’Amérique latine traversent une récession démocratique marquée par une défiance croissante envers les institutions, une montée de l’autoritarisme et une persistance de la corruption au plus haut niveau. Dans ce contexte, des citoyens se mobilisent pour dénoncer les abus de pouvoir et défendre le bien commun : les lanceurs d’alerte. Confrontés à de nombreux obstacles, lenteur des procédures, risque de représailles, isolement, les lanceurs d’alerte s’appuient sur des organisations de la société civile (OSC). Ces « organisations facilitatrices » jouent un rôle central dans la mise en forme, le relais et la protection de l’alerte, en particulier dans les contextes où les dispositifs institutionnels sont défaillants.À partir de l’analyse comparée de deux OSC, Transparencia por Colombia (Colombie) et El Rímac Vigila (Pérou), cet article identifie trois stratégies principales déployées pour soutenir la dénonciation de la corruption : l’accompagnement institutionnel, le relais public et les garanties de protection. Il montre comment, dans un environnement institutionnel fragile, ces organisations assurent des fonctions essentielles à l’effectivité de l’alerte, souvent en l’absence de mécanismes étatiques fonctionnels.
