Abstract
Usaha mikro kecil dan menengah bertujuan untuk menumbuhkan dan mengembangkan usahanya dalam rangka membangun perekonomian nasional berdasarkan demokrasi ekonomi yang berkeadilan, namun UMKM yang ada di Kabupaten Tanggamus masih belum maksimal di karenakan perkembangan digitalisasi, pemasaran yang dilakukan pelaku usaha hanya di sekitar tempat tinggal, daya saing produk masih rendah, dan pemberdayaan koperasi simpan pinjam belum maksimal. Penelitian ini bertujuan untuk mengetahui apakah peran Dinas Koperasi Usaha Kecil Dan Menengah, Perindustrian Dan Perdagangan dalam pemberdayaan UMKM sudah berjalan dengan baik, melalui teori Peran menurut Ariff (2014) terdiri dari peran regulator, peran dinamisator, peran fasilitator, dan peran katalisator. Penelitian ini menggunakan Metode Deskriftif dengan Pendekatan Kualitatif, penentuan informan menggunakan teknik purposive sampling. Hasil penelitian menunjukkan bahwa dalam peran Regulator mendukung kebijakan berupa peningkatan SDM pelaku UMKM dan fasilitasi legalitas usaha, fasilitasi peningkatan volume usaha, memberikan bantuan kepada pelaku UMKM, dan membantu pemasaran pelaku UMKM, dalam Peran Dinamisator memberikan kemudahan dalam pemberian izin dan legalitas terhadap UMKM, agar percepatan pembangunan melalui bidang UKM dapat cepat terwujud, dalam Peran Fasilitator memberikan pelatihan kepada pelaku UMKM dan memberikan bantuan kepada pelaku UMKM, dalam peran Katalisator membantu memberikan modal bagi pelaku UMKM dalam rangka untuk memberikan peluang bagi masyarakat yang ingin membuka usaha secara mandiri. This research aims to find out whether the role of the Department of Cooperatives for small and medium enterprises, industry and trade in empowering MSMEs is running well, through role theory according to Ariff (2014) consisting of the role of regulator, the role of dynamist, the role of facilitator and the role of catalyst. This research uses a descriptive method with a qualitative approach, determining informants using a purposive sampling technique. The results of the research show that in the role of the regulator, making policies in the form of increasing human resources for MSME actors and facilitating business legality, facilitating an increase in business volume, providing assistance to MSME actors, and helping marketing actors. UMKM, in the role of dynamist, providing convenience in granting permits and legality to UMKM, so that accelerated development through the SME sector can be realized quickly, in the role of facilitator, providing training to UMKM players, providing assistance to UMKM players, in the role of catalyst, helping to provide capital for UMKM players in in order to provide opportunities for people who want to open a business independently.
