Abstract
Kabupaten Ogan Komering Ulu (OKU) merupakan salah satu daerah di Provinsi Sumatera Selatan yang masih sering mengalami bencana banjir. Pemerintah Daerah melalui Badan Penanggulangan Bencana Daerah (BPBD) telah melakukan upaya-upaya untuk menanggulanginya. Tujuan penelitian ini untuk menganalisis serta mengkaji upaya-upaya yang telah dilakukan oleh Badan Penanggulangan Bencana Daerah dalam menanggulangi bencana banjir di Kabupaten Ogan Komering Ulu dan untuk menganalisis efektivitas serta faktor yang mempengaruhi efektivitas Badan Penanggulangan Bencana Daerah dalam pelaksanaan penanggulangan bencana banjir di Kabupaten Ogan Komering Ulu. Tipe penelitian ini adalah penelitian kualitatif yang pengumpulan datanya dilakukan dengan cara observasi, wawancara mendalam, dokumentasi. Teori yang dipakai dalam penelitian ini adalah Teori efektivitas Steers, mengemukakan bahwa ukuran efektivitas mencakup pencapaian tujuan, integrasi, adaptasi, perkembangan. Hasil penelitian menunjukkan bahwa efektivitas Badan Penanggulangan Bencana Daerah dalam upaya penanggulangan bencana banjir di Kabupaten Ogan Komering Ulu sudah terlaksana secara efektif. Hal ini dibuktikan dengan berkurangnya angka korban di tahun berikutnya. Kata Kunci : Efektivitas, Penanggulangan Bencana, Bencana Banjir Ogan Komering Ulu Regency (OKU) is one of the areas in South Sumatra Province that still often experiences floods. The Regional Government through the Regional Disaster Management Agency has made efforts to overcome it. The purpose of this study is to analyze and review the efforts that have been made by the Regional Disaster Management Agency in tackling flood disasters in Ogan Komering Ulu Regency and to analyze the effectiveness and factors that affect the effectiveness of the Regional Disaster Management Agency in implementing flood disaster management in Ogan Komering Ulu Regency. This type of research is qualitative research whose data collection is carried out by observation, in-depth interviews, documentation. The theory used in this study is Steers effectiveness theory, suggesting that effectiveness measures include goal achievement, integration, adaptation, development. The results showed that the effectiveness of the Regional Disaster Management Agency in flood disaster management efforts in Ogan Komering Ulu Regency has been carried out effectively.
