This item is the meeting minutes of the Board of Trustees of The Ohio State University held on February 7, 2003 at The Ohio State University Davis Heart and Lung Institute, Columbus, Ohio. President Karen A. Holbrook gave the President's Report, commenting on diversity in the Columbia tragedy and Black History Month. Provost Edward J. Ray and Mr. William J. Shkurti gave a presentation on Budget/Long-term Resource Strategies. The Student Recognition Award was presented to Safuratu Yetunde Aranmolate. The consent agenda included the following resolutions: Establishment of a Ph.D. Degree Program in Comparative Studies, Exception to Rule 3335-48-03, Amendments to the Rules of the University Faculty, Honorary Degrees, Personnel Actions, Resolutions in Memoriam, Report of Research Contracts and Grants, Report on University Development, Waivers of Competitive Bidding Requirements, Second Quarter Budget Report Fiscal Year 2002-03, Budget Versus Actual Report Fiscal Year 2001-02, Employment of Architects Engineering/Employment of Construction Managers/Request for Construction Bids/Report of Award of Contracts, Award of Medical Programs Claims Administration Services Contract and Leased Provider Network, and Authorization Issuance and Sale of General Receipts Bonds Series 2003 A of The Ohio State University. The appendices included processes, budgets, building plans, and maps that were not already present in the minutes.
