Influence of technical non-tariff measures on the volume of Peruvian fresh grape exports to the United States, Canada, and Mexico (2009-2023)

Abstract
Las medidas no arancelarias (MNA) técnicas han cobrado un papel relevante en el comercio internacional, particularmente en el sector agroexportador. El Perú, país reconocido por su sólida oferta agroexportadora, ha posicionado a las uvas frescas como uno de los principales productos de exportación. No obstante, países como Estados Unidos, Canadá y México, mayores importadores de esta fruta imponen exigencias técnicas, que pueden llegar a ser barreras para el intercambio comercial. El presente trabajo busca determinar la influencia de las MNA técnicas (MSF, OTC, IPE) en el volumen de exportaciones de uvas frescas peruanas hacia Estados Unidos, Canadá y México entre los años 2009-2023. Para ello, se desarrolló una investigación con enfoque mixto. En cuanto al análisis cualitativo, se realizaron 12 entrevistas semiestructuradas a funcionarios públicos, especialistas en COMEX y representantes de empresas del sector agroexportador; cuyas opiniones se complementaron con los hallazgos obtenidos en el análisis cuantitativo, mediante la aplicación del modelo de gravedad, utilizando el modelo Distribución Normal Poisson. Los resultados evidencian que las MSF han tenido una influencia positiva en el volumen exportado. En contraste, los OTC y las IPE no mostraron efectos significativos. Asimismo, De acuerdo con los expertos, estas medidas pueden llegar a representar desafíos operativos, pero son percibidas como mecanismos necesarios para garantizar el acceso a mercados exigentes. Se concluye que las MSF pueden fortalecer el desempeño exportador si los agroexportadores logran adaptarse a los requerimientos regulatorios. Se sugiere que las agroexportadoras formulen estrategias integrales de cumplimiento normativo que les permitan no solo adecuarse a las MSF, sino también reducir los efectos operativos derivados de las OTC y las IPE.
