IMPLEMENTASI PROTOKOL MONTREAL PASCAAMANDEMEN KIGALI DALAM UPAYAMENGURANGI EFEK GAS RUMAH KACADI INDONESIA

Abstract
Perubahan iklim global yang dipicu emisi gas rumah kaca (GRK) mendorong respons kolektif melalui rezim internasional. Protokol Montreal (1987) berhasil mengurangi 98% zat perusak ozon (ODS), tetapi substitusi dengan hidrofluorokarbon (HFC) sebagai alternatif ramah ozon menimbulkan masalah baru. HFC memiliki potensi pemanasan global tinggi dan diproyeksikan menyumbang 7-19% emisi GRK global pada 2050. Amandemen Kigali (2016) ditetapkan untuk mengurangi HFC bertahap 80-85% hingga 2040-an. Indonesia sebagai peratifikasi Amandemen Kigali dan penyumbang emisi GRK terbesar ke-7 global wajib mengimplementasikan kebijakan pengurangan HFC guna mendukung target Nationally Determined Contribution penurunan emisi 31,89% pada 2030. Metode penelitian kualitatif ini bertujuan untuk membantu mendeskripsikan transformasi Protokol Montreal pasca-Amandemen Kigali sebagai instrumen pengurangan emisi GRK, kemudian mencoba menjelaskan dampak dan sumber emisi gas rumah kaca di Indoensia, khususnya kontribusi sektor industri pendingin, dalam penelitian ini juga mencoba menganalisis implementasi Amandemen Kigali oleh pemerintah Indonesia dalam mendukung pencapaian target pengurangan GRK. Studi ini diharapkan dapat mengidentifikasi efektivitas perubahan rezim Protokol Montreal setelah Amendemen Kigali sebagai alat mitigasi gas rumah kaca dalam konteks Indonesia. Secara khusus, diharapkan dapat memetakan kontribusi nyata pengurangan HFC melalui penerapan Amendemen Kigali terhadap penurunan emisi GRK nasional, serta mengidentifikasi tantangan strategis dalam menyelaraskan kebijakan nasional dengan kerangka Protokol Montreal. Selanjutnya, studi ini diharapkan mampu memberikan rekomendasi kebijakan yang terukur untuk optimalisasi pengurangan bertahap HFC di sektor pendingin Indonesia, serta memperkuat posisi Indonesia dalam memanfaatkan mekanisme dukungan Protokol Montreal seperti transfer teknologi, pendanaan, dan peningkatan kapasitas Kata kunci: Protokol Montreal, Amandemen Kigali, Efek Rumah Kaca
