Abstract

This study is entitled "The Role of the General Election Commission (KPU) of Kupang City in Increasing Public Political Participation in RSS Oesapa." The background of this study is based on the importance of political participation in the democratic system in Indonesia, especially at the local level. Although the KPU has implemented various programs to increase voter participation, the number of abstentions in Kupang City shows a worrying trend. Therefore, this study aims to identify the role of the KPU in increasing public political participation and the factors that support and inhibit such participation.The method used in this study is a qualitative approach with data collection techniques through interviews, observations, and documentation. This research was conducted in RSS Oesapa Village, Kelapa Lima District, Kupang City, involving informants from the KPU, community leaders, and the general public. The data obtained were analyzed using thematic analysis techniques to gain a deep understanding of the role of the KPU and the dynamics of political participation in the area.The results of the study indicate that the KPU of Kupang City has implemented various socialization and education programs to increase public political awareness. The KPU has conducted socialization at 79 points, targeting key groups such as first-time voters, marginalized groups, and suburban communities. The evaluation results showed that 78% of respondents felt they understood the election process better after participating in the socialization. However, despite significant efforts, voter turnout in RSS Oesapa Village is still low, with only 27.5% of the total registered voters voting in the last election. Education and employment status are the main determinants that influence people's political participation. People with higher education tend to be more actively involved in politics, while those with lower education often focus more on meeting basic needs.The conclusion of this study confirms that although the KPU has taken strategic steps to increase political participation, challenges still exist, especially in terms of public education and awareness. The KPU needs to strengthen political education programs to reach less informed communities and increase their understanding of the importance of voting rights. In addition, more effective communication strategies, including the use of social media, must continue to be developed to build positive interactions between the KPU and the community. With a more inclusive and sustainable approach, it is hoped that voter participation in Kupang City, especially in RSS Oesapa Village, can increase significantly in the upcoming elections.
