En el estudio se aborda el transporte de pasajeros de forma conjunta, separada del tratamiento específico de cada medio de transporte (como se realiza respecto al transporte de mercancías en la obra), responde a diversas razones que subrayan la tendencia hacia la unificación del régimen jurídico del transporte de personas. Ello se refleja tanto en la política común europea en materia de transportes como en los distintos convenios internacionales (Montreal, Atenas, COTIF -CIV- e INTERBÚS), que, a pesar de algunas diferencias en los presupuestos de responsabilidad y límites cuantitativos, comparten un núcleo común. Entre las similitudes destacan el incremento de las obligaciones de información, la distinción entre porteador contractual y efectivo, la delimitación del periodo de responsabilidad, la obligación de protección de los viajeros, la tendencia hacia la objetivación de la responsabilidad y el reconocimiento de los derechos de anticipo. Este enfoque, innovador, contribuye al debate científico al poner de manifiesto las afinidades y desafíos en la regulación del transporte de pasajeros a nivel internacional, destacando la necesidad de un tratamiento más coherente y unificado en los marcos jurídicos supranacionales.
