Abstract
En février 2006, dans un article publié dans la presse britannique à l’occasion de sa visite en Afrique du Sud, le Premier ministre britannique Tony Blair écrivait : « Le monde doit nous juger sur l’Afrique . Lors des présidences britanniques du G8 et de l’Union européenne en 2005, Tony Blair a fait du développement de l’Afrique un objectif majeur. L’intérêt de Londres pour l’Afrique s’était déjà manifesté lors des sommets du G8 à Kananaskis, au Canada, en juin 2002 et à Évian en 2003 ; et même pendant le sommet de Sea Island aux États-Unis en 2004, l’Afrique a occupé une place inattendue, grâce au travail de lobbying mené par le Royaume-Uni, auquel les États-Unis n’ont pas souhaité s’opposer – manière pour Washington de récompenser leur principal allié dans la guerre d’Irak. Depuis Kananaskis, les promesses d’aide pour l’Afrique avaient augmenté de façon significative, et le Royaume-Uni entendait prolonger cette tendance
