Abstract
Biến đổi khí hậu ngày càng ảnh hưởng nghiêm trọng đến an ninh lương thực và hệ sinh thái toàn cầu, đặt ra yêu cầu cấp thiết phải thúc đẩy hợp tác quốc tế trong lĩnh vực nông nghiệp xanh. Việt Nam và Canada - hai quốc gia cam kết phát triển bền vững - có nhiều tiềm năng tăng cường hợp tác nhằm ứng phó với khủng hoảng môi trường và nâng cao năng lực sản xuất, mở rộng thị trường quốc tế. Hiện nay, hợp tác song phương Việt Nam - Canada đã đạt được một số kết quả tích cực, đặc biệt trong chuyển giao công nghệ, đào tạo nhân lực và hỗ trợ kỹ thuật. Tuy nhiên, tiến trình này còn gặp không ít rào cản, như: sản xuất nông nghiệp nhỏ lẻ ở Việt Nam, thiếu chính sách đặc thù cho nông nghiệp xanh, thể chế hỗ trợ chưa hoàn thiện và chi phí logistics cao. Để nâng cao hiệu quả hợp tác, cần xây dựng khung chính sách ổn định và ưu đãi, đẩy mạnh đầu tư vào hạ tầng kỹ thuật và phát triển nguồn nhân lực, đồng thời thúc đẩy mô hình đối tác công - tư và tăng cường kết nối giữa doanh nghiệp, nông dân và cơ sở nghiên cứu của hai nước, sẽ là những nhân tố then chốt, góp phần hiện thực hóa mục tiêu phát triển nông nghiệp xanh toàn diện, hiệu quả và thích ứng dài hạn.
