Malgré le large consensus qui existe sur la nécessité de transformer les systèmes de transport urbains pour les adapter aux défis environnementaux et climatiques, les politiques et projets pour la mobilité durable font souvent face à des résistances de la part d’acteurs qui les considèrent comme une menace pour des habitudes, valeurs et intérêts bien établis, voire comme une « guerre à l’auto ». Les controverses sur la mobilité durable se déclinent souvent selon une dynamique de polarisation, qui voit les promoteurs du transport actif et collectif d'une part, et les tenants de l’« automobilité » de l'autre. Cet article se penche sur ce phénomène de polarisation à travers l’analyse du cas de la ville de Québec, où, depuis plus d’une décennie, il existe une opposition très marquée entre le projet de tramway, qui vise l’augmentation de la partie modale du transport collectif, et celui de « troisième lien », un projet autoroutier dont l’objectif est d’améliorer la circulation automobile. À travers le prisme des controverses publiques, cette analyse identifie les principales tensions qui caractérisent ces deux projets et en retrace l’évolution dans la période 2009-2025 en ce qui a trait au processus de planification et au débat public. Au-delà d’élucider les tensions qui caractérisent les controverses sur ces deux projets, cette recherche vise à faire la lumière sur les aléas qui affectent l’action publique en faveur du transport durable à l’heure des urgences environnementales et climatiques.
