Abstract
Literature on the exclusion of immigrants from social programs is divided on the role of political and socio-economic factors. Using a novel dataset measuring differentiation between immigrants and native-born citizens across different programs, this paper contends these mixed findings are partially because the same political and socioeconomic developments might trigger different considerations when it comes to different policy features. In a context of high salience of migration, politicians might be incentivized to pursue exclusionary measures in some respects but might also see reason to pursue more inclusionary reforms in others in order to address underlying challenges.
