Abstract
Esta dissertação é um estudo sobre o Movimento Cidades Saudáveis e sua inserção no Brasil a partir de fins da década de 80. O objetivo central do estudo é analisar o processo de desenvolvimento da estratégia Movimento Cidades Saudáveis no Brasil, assim como qual a atual situação em que o movimento se encontra no país. Procura analisar o marco teórico em que se desenvolveu a estratégia Cidades Saudáveis, associada à evolução da discussão e concepção de Promoção da Saúde. Para isto, a dissertação aborda desde os marcos da Promoção da Saúde como o Relatório Lalonde, a Conferência de Alma-Ata e a Carta de Ottawa, analisa o surgimento e evolução do Movimento Cidades Saudáveis com apoio da Organização Mundial da Saúde e Organização Pan-Americana da Saúde, no caso principalmente da América Latina e, incluso, o Brasil, aborda os pressupostos da estratégia e apresenta uma análise de um conjunto de experiências brasileiras em municípios que, em um dado momento, adotaram a estratégia Cidades Saudáveis. Conclui-se que diversos fatores contribuíram para a fragilidade das experiências, a participação de instituições de ensino e pesquisa foram importantes no desenvolvimento da estratégia e um desdobramento do movimento no Brasil constitui um trabalho em rede que compartilha e dá suporte a políticas públicas saudáveis.
