Abstract

The present work starts from the recognition that the current model of student assistance policy is a neoliberal State policy, elucidating the characteristics of the implementation of this policy from the contradictory exercise of democratizing public access to the university within the scope of a neoliberal political economic agenda. In this way, it seeks to analyze the characterization of Brazilian educational policies, in the context of the neoliberal political-economic agenda, aimed at access and permanence of students from classes that live from work to higher education in Brazil. For this, the research is based on a critical perspective, which gives power to the reading of the object in a way that is positioned in the concrete, real, material, social and historical context in which it takes place, receiving the help of the Document Analysis technique. It receives the theoretical contributions of authors such as Antunes, Kosik, Harvey, Giareta, Brettas, Kowalski, Dardot and Laval, Sguissardi, among others, who offered their theoretical contributions for the unveiling of all the complex contours of the researched theme. Thus, it is convenient to indicate that the PNAES appears as a program produced within the scope of the Brazilian neoliberal state, consequently, deeply marked by the disciplining required of public policies in the context of this political-economic agenda, which for socially subaltern groups, presents itself under the spectrum of profound contradictions.
