Alors que l’exploitation minière revient sur le devant de la scène pour répondre aux besoins de la transition énergétique et industrielle, les projets, comme celui de la mine de lithium d’Échassières (Allier), rencontrent de fortes oppositions. Le « renouveau minier » qui fait suite à l’abandon progressif des activités minières sur le territoire français suscite des controverses qui révèlent des tensions entre impératifs économiques, environnementaux et sociaux. Pour mieux comprendre et anticiper ces dynamiques, l’outil « Tableau de bord des controverses minières » (TCM), a été développé à partir de l’Indice de risque social (IRS) canadien de Bergeron et ses collègues en 2015. Cet outil, adapté au contexte européen, propose une approche structurée pour analyser et visualiser les perceptions des acteurs territoriaux. Il repose sur deux composantes : une matrice des controverses, issue de questionnaires adressés aux parties prenantes (évaluant les dimensions économiques, environnementales et de concertation), et un profil territorial, offrant une analyse contextuelle détaillée basée sur des données statistiques et historiques. Le TCM vise à identifier les points sensibles des projets, faciliter le dialogue et nourrir les débats publics. Testé sur deux projets en France, cet outil montre son utilité pour structurer les débats et se positionne comme un levier de dialogue, favorisant le dialogue entre parties prenantes pour trouver des solutions aux projets miniers controversés allant de leur coconstruction à leur abandon.
