Abstract. The construction of the Soroja Toll Road, which spans 10.57 km from Soreang to Pasir Koja (Bandung City), has accelerated land use changes in the surrounding areas. These land use changes have significantly impacted the land prices in the vicinity. In the Soreang, Kutawaringin, and Ciwidey areas of Bandung Regency, land prices surged dramatically after the toll road's construction, from around IDR 5 million per tumbak (14 m²) to IDR 2 million per square meter. This price increase also affected the determination of the Land and Building Tax Object Value (NJOP) in the surrounding areas, which has been considered burdensome by some local residents. Many believe the tax hike is unreasonable, given that the land they own is mainly used for trade and agriculture, and the income generated from such uses does not align with the amount of tax they must pay. This study aims to identify trends in land use changes around the Soroja Toll Road, analyze the extent of the increase in land prices, and propose a new model or formula for determining NJOP that would be more equitable and less burdensome for the community. The approach used is descriptive quantitative, with overlay and descriptive statistical analysis. The results show that between 2013 and 2020, there was a significant increase in land use changes and land prices, as well as the development of a new NJOP determination formula that can be implemented to ease the tax burden on local residents. Abstrak. Pembangunan Tol Soroja yang menghubungkan Soreang hingga Pasir Koja (Kota Bandung) sepanjang 10,57 km telah mempercepat proses alih fungsi lahan di kawasan sekitarnya. Alih fungsi lahan ini berdampak signifikan terhadap perubahan harga lahan di sekitar kawasan tersebut. Di wilayah Soreang, Kutawaringin, dan Ciwidey Kabupaten Bandung, harga tanah melonjak drastis setelah pembangunan tol, yang semula hanya sekitar Rp 5 juta per tumbak (14 m²), kini dapat mencapai Rp 2 juta per meter persegi. Kenaikan harga ini juga berimbas pada penetapan Nilai Jual Objek Pajak. (NJOP) di sekitar kawasan tersebut, yang dianggap memberatkan sebagian masyarakat. Banyak masyarakat yang merasa bahwa kenaikan pajak ini tidak wajar, mengingat tanah yang mereka miliki umumnya digunakan untuk perdagangan dan pertanian, dan hasilnya tidak sesuai dengan jumlah pajak yang harus dibayar. Penelitian ini bertujuan untuk mengidentifikasi perubahan penggunaan lahan di sekitar Tol Soroja, menganalisis kenaikan harga lahan, serta mengusulkan model atau formula baru untuk penetapan NJOP yang lebih adil dan tidak memberatkan masyarakat. Pendekatan yang digunakan adalah kuantitatif deskriptif, dengan analisis overlay dan statistik deskriptif. Hasil penelitian menunjukkan bahwa antara 2013-2020 terjadi peningkatan penggunaan lahan dan kenaikan harga yang signifikan, serta terbentuknya formula penetapan NJOP baru yang dapat diterapkan untuk mengurangi beban masyarakat.
