Résumé – Dans le contexte post-séisme en Haïti, le Code National du Bâtiment d'Haïti (CNBH) a été introduit pour standardiser les pratiques de construction. Cette étude examine les caractéristiques discursives, les présupposés et les visions du monde du CNBH, ainsi que ses implications sociologiques en relation avec les inégalités socio-économiques, la marginalisation des savoirs locaux, la reconfiguration des relations de pouvoir dans le secteur de la construction, et les défis posés à la légitimité et à l'efficacité de l'État haïtien. Elle s'appuie sur l'analyse critique du discours et les théories de la production de l'espace, de la colonialité du savoir et de la néolibéralisation urbaine. Les résultats révèlent que le CNBH, malgré ses intentions de modernisation, perpétue des inégalités existantes, marginalise les pratiques vernaculaires et reconfigure les relations de pouvoir dans le secteur de la construction. L'approche technocratique et l'universalisme normatif du code sont en décalage avec les réalités locales, posant des défis à la légitimité de l'État haïtien. L'étude conclut en proposant une transition vers une régulation urbaine plus inclusive et ancrée localement, offrant des perspectives pour une refondation de l'action publique en Haïti et dans d'autres contextes post-catastrophe et de fragilité étatique.
