Abstract
Развитие региональной авиации в Российской Федерации является стратегической задачей, направленной на повышение транспортной доступности и устойчивой связанности региональных центров. Существующая система авиаперевозок ориентирована на модель «hub-and-spoke», что приводит к чрезмерной концентрации пассажиропотоков в крупных авиаузлах и ограничивает развитие прямых межрегиональных связей. В статье предлагается концепция тетрагонной маршрутной схемы (multi-stop tetragon), предполагающей организацию кольцевых маршрутов с четырьмя плечами и использование региональных аэропортов в качестве опорных точек межрегионального авиасообщения. Анализируются теоретические основы и эвристические подходы к проектированию сети, роль государственного субсидирования и международный опыт (Скандинавия, Канада), а также инфраструктурные предпосылки для внедрения схемы в Северо-Западном федеральном округе. Особое внимание уделяется модернизации ключевых аэропортов округа (Архангельск, Мурманск, Петрозаводск, Сыктывкар, Псков, Апатиты) и их потенциалу для интеграции в перспективную маршрутную сеть. Практическая значимость исследования заключается в формировании концептуальной модели развития межрегиональных авиаперевозок, способной обеспечить более равномерное распределение пассажиропотока, повысить транспортную связанность и социально-экономическое развитие регионов. The development of regional aviation in the Russian Federation is a strategic task aimed at increasing transport accessibility and sustainable connectivity of regional centers. The existing air transportation system is a «hub-and-spoke» model oriented which leads to excessive concentration of passenger flows in major air hubs and limits the development of direct interregional relations. The article presents the concept of tetragon routing scheme (multi-stop tetragon), which provides for organizing circular routs with four shoulders along with the use of regional airports as key hubs of interregional air traffic. The author analyzes theoretical fundamentals and heuristic approaches to the network design, the role of government subsidies and international experience (Scandinavia, Canada) as well as infrastructure prerequisites for introducing the system in the North-West Federal District. Particular attention is paid to the modernization of key airports in the district (Arkhangelsk, Murmansk, Petrozavodsk, Syktyvkar, Pskov, Apatity) and the potential thereof for integration into the promising route network. Practical significance of the study lies in creating a conceptual model of the development of interregional air transportation capable of ensuring more even distribution of passenger flow and increasing transport connectivity and social economic development of regions.
