Abstract
Thị trường tín chỉ carbon tự nguyện (Voluntary carbon market, VCM) đóng vai trò quan trọng trong nỗ lực giảm phát thải khí nhà kính và thúc đẩy các hoạt động kinh tế xanh. Tuy nhiên, sự phát triển của thị trường này chịu ảnh hưởng sâu sắc từ các cơ chế tài chính và chính sách thuế, vốn có thể tạo ra động lực hoặc trở thành rào cản đối với việc giao dịch tín chỉ carbon. Bài tham luận này phân tích tác động của các cơ chế tài chính và chính sách thuế đối với sự phát triển của VCM. Thông qua nghiên cứu kinh nghiệm Liên minh châu Âu, Hoa Kỳ, Singapore và Canada, bài viết đánh giá những mô hình pháp lý phù hợp với bối cảnh Việt Nam và đề xuất các giải pháp nhằm đảm bảo tính minh bạch, hiệu quả và khả thi trong quá trình xây dựng một hành lang pháp lý vững chắc, tạo điều kiện thuận lợi cho thị trường tín chỉ carbon tự nguyện phát triển bền vững tại Việt Nam.
