Pour faire face à la croissance des inégalités et, en particulier, à l’explosion des revenus des chefs d’entreprise dans les dernières décennies, une proposition gagne en popularité : le plafonnement des revenus des hauts dirigeants des grandes entreprises. L’événement sans doute le plus marquant dans l’histoire de cette idée s’est déroulé en 2013, en Suisse, où fut soumise en votation, puis rejetée par le Parlement et le Conseil fédéral, l’Iniative populaire fédérale « 1:12 – Pour des salaires équitables ». La proposition était d’ajouter un article à la Constitution fédérale imposant aux plus hauts salariés des entreprises helvétiques un plafond qui ne devait pas dépasser douze fois le revenu du plus bas salarié de l’entreprise. Cette proposition semble tout indiquée pour séduire toute personne indignée par l’injustice de cette situation et convaincue de la nécessité de s’y attaquer. Mais est-ce vraiment la meilleure stratégie pour endiguer l’injustice sociale dénoncée ? Afin d’évaluer cette proposition, nous ferons d’un ouvrage de l’économiste Gaël Giraud et de la philosophe Cécile Renouard, dont le titre fait écho à l’initiative populaire suisse : Le Facteur 12, Pourquoi il faut plafonner les revenus (2017), l’objet de notre investigation. Cela nous permettra de mettre en lumière ce qui nous apparaît comme étant les meilleurs arguments en appui au plafonnement des revenus des hauts dirigeants d’entreprise, les limites de cette stratégie et, enfin, les avantages du modèle standard et universel de l’impôt progressif.
