L’ambizioso programma mirato al ripristino della natura forgiato dall’Unione Europea con il Regolamento (UE) 2024/1991 del Parlamento Europeo e del Consiglio del 24 giugno 2024, include nel suo ampio raggio di azione il ripristino degli ecosistemi urbani, in sintonia con più recenti approdi della politica climatico-ambientale internazionale e dell’Unione Europea, e in particolare con il Kunming-Montreal Global Biodiversity Framework e la EU Biodiversity Strategy for 2030 Bringing nature back into our lives, ai quali dà formalmente attuazione, che riconoscono al verde urbano non solo la veste di Nature Based Solution idonea a concorrere a limitare le emergenze ambientali dalle quale le città sono indistintamente colpite, in Europea e altrove, ma anche un ruolo strategico nell’ottica del One Health che trascende i confini cittadini. Quali sono gli elementi di sintonia che le indicazioni relative agli ecosistemi urbani contenute nel Regolamento presentano rispetto al quadro politico-normativo vigente in materia, internazionale, unionale e italiano? Quali viceversa le novità che rispetto a questo il Regolamento introduce? Quali sono gli elementi di criticità che sembrano emergere dalla lettura delle nuove disposizioni? La relazione si propone di offrire una prima risposta a queste domande. The ambitious programme for restoring nature, forged by the European Union in Regulation (EU) 2024/1991 of the European Parliament and of the Council on 24 June2024, includes the restoration of urban ecosystems within its broad scope. This is in line with the latest international climate and environmental policies, particularly the Kunming- Montreal Global Biodiversity Framework and the EU Biodiversity Strategy for 2030: ‘Bringing Nature Back into Our Lives’. This formally implements the recognition of urban greenery as a nature-based solution that can help limit environmental emergencies affecting cities indiscriminately in Europe and beyond. It also recognises the strategic role of urban greenery beyond city borders in the One Health approach. How do the provisions on urban ecosystems in the Regulation align with the current international, EU and Italian political and regulatory framework? Conversely, what new elements does the Regulation introduce in this regard? What critical issues emerge from an analysis of the new provisions? This report aims to provide initial responses to these questions.
