PENGENDALIAN TRANSFORMASI BENTUK RUMAH DI PERUMAHAN KORPRI PRAJAMUKTI, KOTA SALATIGA

Abstract
Transformasi bentuk rumah merupakan fenomena umum pada perumahan subsidi, termasuk di Perumahan KORPRI Prajamukti, Kota Salatiga. Penelitian ini bertujuan menganalisis pengendalian transformasi rumah agar tetap sesuai regulasi dan standar yang berlaku. Metode yang digunakan adalah mixed method, dengan pendekatan kuantitatif untuk mengklasifikasikan transformasi melalui analisis spasial dan pembobotan, serta pendekatan kualitatif untuk mengidentifikasi faktor-faktor yang mempengaruhi transformasi melalui observasi, wawancara mendalam, dan analisis dokumen. Hasil penelitian menunjukkan 85,75% unit rumah mengalami transformasi, terdiri dari 6,75% transformasi ringan, 66,5% transformasi sedang, dan 12,5% transformasi total. Pengendalian dilakukan secara bertingkat dan kontekstual: pedoman teknis sederhana untuk transformasi ringan, pengaturan intensitas bangunan dan mekanisme perizinan terpantau untuk transformasi sedang, serta pengendalian ketat dan selektif yang mencakup evaluasi fungsi hunian, KDB, alokasi ruang terbuka, fasad, elemen visual, serta kualitas ventilasi dan pencahayaan alami untuk transformasi total. Pendekatan berbasis kelembagaan lokal dan partisipasi masyarakat terbukti penting untuk menjaga keseimbangan antara fleksibilitas adaptasi hunian dan kepentingan kolektif kawasan. Temuan ini menegaskan bahwa pengendalian transformasi rumah bukan untuk membatasi hak penghuni, tetapi untuk memastikan transformasi mendukung peningkatan kualitas hidup tanpa mengorbankan keteraturan, kualitas lingkungan, dan keberlanjutan perumahan subsidi.
