Abstract
Bu çalışmada, konut finansman sistemleri ve belli başlı sektörlere muhtemel etkileri üzerinde durulmuştur. Konut finansman sistemi, Türkiye’de konut sahibi olmak isteyen bireylerin hayalini kurduğu konut edinimini kolaylaştıracak, konut piyasasını hareketlendirecek, inşa edilen konutların kriterlere uygun ve düzenli olmasını ayrıca sermaye piyasasına akacak uzun vadeli fonlarla sermaye piyasasının derinleşmesini sağlayacaktır. Bunun gerçekleşebilmesi için gelişmiş sermaye piyasasına ihtiyaç vardır. Bu nedenle, sistemle ilgili hukuki altyapı çalışmaları tamamlanmış olması sistemin başarılı şekilde işleyebilmesi için yeterli değildir. Kredi hacminin büyümesi ile buna bağlı sektörlerin gelişmesi ve derinleşmesi, menkul kıymetleştirme işlemlerinin başlatılması ve konut kredilerinin ipoteğe dayalı ihraç edilecek bu menkul kıymetler ile finanse edilmeye başlaması ile etkisi daha da artacaktır. Çalışmanın son bölümünde konut finansman sisteminin tüketiciler dışında ekonominin sürükleyicisi olan inşaat sektörüne ve diğer alt sektörlere son derece önemli etkilerinin olduğu, ayrıca bankacılık sektörü ve sigortacılık sektörüne de önemli etkileri olduğu analizler ile açıklanmaya çalışılmıştır. Bu değerlendirmeler sonucunda konut finansman sisteminin başarıyla uygulanması hem sermaye piyasalarını hem de başta bankacılık, inşaat ve sigorta sektörleri olmak üzere bunlarla ilgili alt sektörleri olumlu olarak etkileyecektir.
