Cette thèse se consacre à l’histoire d’un programme de l’État fédéral des États-Unis au XIXe siècle, l’United States Lake Survey, pendant l’« Ère du capital » (E. Hobsbawm). L’objectif principal de cette mission d’arpentage des Grands Lacs situés entre les États-Unis et le Canada, placée sous la direction du Corps des ingénieurs de l’armée étatsunienne entre 1841 et 1882, consiste en la production de cartes marines. En étudiant les différentes pratiques de terrain qui composent cette activité au long cours, cette recherche montre comment ce programme se construit comme agence fédérale, en contribuant à l’affirmation du capitalisme et de l’État-nation dans cette région transfrontalière. Ce travail se distingue ainsi d’une historiographie des ingénieurs conduite « par le haut », focalisée sur l’infrastructure et une approche stato-centrée. La présente thèse explique que pour parvenir à cartographier les lacs et participer à ces changements, les militaires qui dirigent le Lake Survey doivent déployer un système de prestations cartographiques au profit des autorités de la région. En contrepartie de ces faveurs multiformes, les ingénieurs étatsuniens sont autorisés à franchir diverses limites sociales, spatiales, culturelles, politiques, autant de passages nécessaires à la réussite du levé des lacs et à leur mise en cartes. La thèse met ainsi évidence le processus original d’inscription d'une agence fédérale dans une région transfrontalière. Les trois premiers chapitres analysent les modalités d’intégration du Lake Survey dans des environnements sous contrôle autochtone, britannique, ainsi qu’à Détroit (Michigan). Les trois chapitres suivants expliquent comment les travaux du Lake Survey se distinguent sur le marché de la carte dans la région, y sont distribués, et contribuent au commerce des ressources. Les deux derniers chapitres montrent les tentatives d’expansion de ce programme fédéral de levé, au Canada et dans le Midwest, dans les années 1870.
