米国のパリ協定脱退決定に対する世界の反応

Abstract
IGESの気候変動とエネルギー領域では、6月1日にトランプ大統領から発表された米国のパリ協定脱退決定に対する各国、地方政府、国際機関、有力企業・企業団体、NGO・シンクタンク等からの反応やコメントを一覧表としてまとめた（ただし、世界のすべての反応やコメントを網羅している訳ではなく、以下は一覧表の範囲内での分析である）。本一覧表はこちら。米国のパリ協定脱退決定に対する世界の反応まず国レベルでは、G7諸国、豪州、NZといった先進国のみならず、中国、インド、ブラジル、南アフリカといった新興国、南米諸国等、ほぼすべての国が米国のパリ協定脱退決定に対して「失望」「遺憾」という趣旨の反応と、米国の決定に関わらずパリ協定の下での気候変動対策への継続的なコミットメントを表明している。ロシアのプーチン大統領は「トランプ大統領を非難しない」としているが、逆に米国の決定を支持した国は一つもない。米国の50州のうち脱退の決定に反対し、気候変動対策へコミットメントを表明した州は確認できた範囲で16州で、全米の排出量の22％、GDPの約4割を占める。逆に、脱退の決定に賛同を表明した州はないエネルギーや素材系を含む有力企業や日独英の有力経済団体を含む企業団体の多くは、米国の決定に「失望」「遺憾」を表明しつつ、パリ協定や削減目標への支持と気候変動対策への継続的なコミットメントを表明している。その背景として、気候変動を真のリスクと捉えつつ、気候変動対策を投資の側面で捉えていること等が挙げられる。他方、米国の石炭産業はトランプ政権の決定への支持を表明しているが、逆に言えばそれ以外に決定を支持している企業はない。全体を通じて、米国の決定によって「パリ協定が形骸化する」「温暖化対策への取組が遅れる」という指摘はなかった。また多くのコメントにおいては、パリ協定からの「脱退」という言い方ではなく、「脱退の決定」という言い方をしているところが多く、米国がパリ協定をすぐに脱退するわけではない状況を正確に反映していると言える。（本資料に関する問い合わせは、ce-info@iges.or.jpまで）
