El barrio Zapamanga es el resultado de un proceso híbrido en lo que respecta a su configuración socio-espacial, ya que, si bien fue un proyecto de vivienda social liderado por el Instituto de Crédito Territorial (ICT), al realizarse bajo la modalidad de «ayuda mutua dirigida» y seguir al pie de la letra los estándares de la vivienda mínima de 1971 propuestos por el ICT, quedó con una gran deuda en relación con los equipamientos colectivos. Esto llevó a que los habitantes urbanos, devenidos propietarios, desarrollaran distintas estrategias y formas organizativas para resolver las necesidades propias de un hábitat en construcción. Estos rasgos se asemejan a los procesos de construcción de ciudad, catalogadas como informales. En 1976 se empieza a construir el proyecto de vivienda social en Zapamanga, municipio de Floridablanca (Santander), pero también en ese año, se realiza la primera Conferencia de las Naciones Unidas sobre Asentamientos Humanos, Hábitat I en Vancouver, la cual es considerada como el momento en que la cuestión de la participación popular pasó a ocupar un lugar central en el discurso urbanístico predominante a nivel global2. Al investigar la construcción del barrio Zapamanga, en sus primeros diez años, haciendo énfasis en el protagonismo de sus habitantes, sus organizaciones comunitarias e identidades territoriales allí gestadas, se busca contribuir a la producción historiográfica urbana de ciudades intermedias, a partir de una escala en la que sea inteligible la experiencia de habitar la ciudad.
