O presente trabalho monográfico visa estudar as transformações pelas quais passou o carnaval de rua de São Paulo nos últimos dez anos, mais especificamente após a reestruturação da política do carnaval encabeçada pelos blocos da cidade em 2013. Sua elaboração se deu através de leituras de bibliografia acadêmica e entrevistas com pesquisadores e sujeitos do carnaval paulistano. Além disso, contou com a análise de uma série de documentos (reportagens, depoimentos, manifestos, dados oficiais, etc.) para a compreensão do fenômeno carnavalesco e trabalho de campo. Neste contexto, primeiramente é feita uma recuperação acerca do desenvolvimento histórico da festa no Brasil e na cidade de São Paulo, e uma análise da reestruturação de 2013, pautada na ideia de direito à folia, fortemente ancorada nos ideais de direito à cidade. Adiante, apresenta-se o cenário heterogêneo de blocos de carnaval da cidade, e a partir de observações de campo se constata e analisa transformações ocorridas com o crescimento do evento. Também são explorados, em particular, os desdobramentos do cancelamento das edições de 2021 e 2022 do carnaval de rua em decorrência da pandemia de COVID-19.
