Abstract
This doctoral thesis focuses on the enactment of policies in Quebec which were inspired by the social investment perspective. More specifically, I analyze the diffusion of these ideas in child and family policies from an intervention standpoint, both at the community level and in child and family front-line services.The research is structured around the following three objectives: (1) to understand and define Quebec’s governance (or responsibility mix) relatively to child family policies, at the community level and based on the literature on the social investment perspective; (2) to discuss my observations and the interviews I conducted in relation to the literature on the “Quebec model” in the field of social policy and community organization; (3) to understand and highlight how social location shapes the involvement of women, particularly mothers, in the reconfiguration of social governance. Critical studies in community organization as well as feminist analyses of social policies influenced the conceptual framework for this research, defining central concepts such as community, care work, and the gendered division of labour.This thesis is based on an ethnographic study in a Montreal neighbourhood, including interviews with mothers who have used child and family services and with service providers from those services, to understand the mothers’ circuits and the interventions that are prescribed in these services. The research also includes participant observations from the community’s roundtable meetings, and a documentary analysis of fact sheets and invitations to local events in order to gain a broader understanding of the local community dynamic relating to children and family intervention.The combination of these different materials and the crossing of different levels of analysis made it possible to question and inform research on community organization and social policy in social work, based on empirical examples. This thesis offers an original contribution by (1) bringing in perspectives from the field to inform the literature on the social investment perspective; (2) observing the enactment of social investment policies in Quebec; and (3) integrating an analysis of power relations, mostly gender and class, to make visible how women are challenged by these political transformations
