Fostering hope and healing: a journey through Saskatchewan’s mental health and addictions landscape with the Ministry of Health
Bibliographic record
Abstract
This practicum report reflects on my experience and the learning that took place as a graduate social work student at the Ministry of Health, Mental Health, and Addictions Branch with the Government of Saskatchewan. The goals of this practicum placement were to advance my social work knowledge at a graduate level and to engage in an area that I was previously unfamiliar with, but an area that impacts so much of the work that is done in our community at all levels. This report will focus on areas that were clearly outlined in my learning objectives, such as work on Saskatchewan’s Suicide Prevention Plan – Pillars of Life, the Saskatchewan Drug Task Force, and the Saskatchewan Mental Health and Addictions Action Plan. It will also include some of the work that I was involved in that organically occurred during my time with the Ministry of Health such as work on the Opioid Antagonist Therapy (OAT) program, work on the development and procurement of 500 addiction treatment spaces and work with the Intake and Navigation team on the future state planning and development of a centralized intake system for addictions treatment. Additionally, this paper will include reflections on my personal experience during my time with the Ministry of Health, the knowledge I have gained in policy analysis, interdepartmental collaboration and program development, but also how social work theory and ethics impacts work done in this area and the differences between government process and my experience in not-for-profit community programs.

Full frame machine prediction
Teacher imitationNot calibrated prevalence, not ground truth. Human validation pending. The Gemma side is a direct model label for every work in the frame, read from the title-only record. The Codex side is a classifier learned from the 10,348 direct Codex labels and calibrated to design-weighted sample rates; fields without enough sample support carry no Codex call. Candidate is the union of the two sides; consensus is their intersection. These outputs are machine_predicted_unvalidated and are not human labels.

Machine scores (provisional)
The two teacher heads of the student model, read on this work. A score orders the frame for review; it never asserts a category, and the validation status ships verbatim with every row.
Baseline scores from an immature model (maturity gate not passed, 7 training rounds). Scores rank; they never assert a category.
score_only:v0-immature-baseline · verbatim from the scoring run: score_only means the number may rank works, and no category label ships from itClassification
machine, unvalidatedMachine predicted; a candidate call from one source (direct Gemma or distilled Codex), not a consensus.
