Abstract
Le débat public est structuré par une tension constitutive entre opposition et interaction : il porte sur un désaccord à propos duquel est menée une discussion. Afin de rendre compte de cette double charge, une distinction entre débats publics symétriques et asymétriques est d’abord avancée : un débat est symétrique quand il donne lieu à un échange ; il est asymétrique quand il n’est que pure confrontation. En prenant l’exemple de quelques débats québécois récents, l’article propose, en un premier temps, de caractériser la symétrie par la teneur argumentative des interventions faites dans un débat public. Quelques traits particuliers de la symétrie / asymétrie sont ensuite dégagés de cette caractérisation : la variabilité, la signification des termes et concepts, l’implicite, les infra-débats et la justification morale. En un second temps, sont examinées des postures prises par les intervenants à propos du déroulement d’un débat qui défavorisent sa symétrie : la distanciation, le refus de débattre et l’appel à la censure. Il est plaidé en conclusion de ne pas soumettre le débat public à des contraintes qui forceraient à le rendre symétrique. (GG)
