Abstract
Résumé. Aujourd'hui, la question des normes d'urbanisme et de construction est l'objet de débats et de commentaires publics. En conséquence, la plupart des institutions haïtiennes ont posé des actions en vue de contrôler la production des territoires urbains. Malgré les apparences, les normes et règles mises en place trouvent leurs racines historiques dans l'histoire de la formation sociale haïtienne. L'article part de trois questions : comment la ville et la régulation des constructions en milieu urbain sont-elles pensées en Haïti ? À quelle logique répondent les différentes tentatives de penser l'urbain et les pratiques de construction dans les villes ? Comment les différents instruments de régulation de l'urbanisme et de la construction se situent-ils l'un par rapport à l'autre et par rapport aux pratiques dans le domaine ? À ces questions, l'auteur tente d'apporter des éléments de réponse, qui sont autant de pistes pour une sociologie historique des normes d'urbanisme et de la construction dans le pays. Abstract. Today the question of planning and construction standards is often the subject of public debates and commentaries. Consequently, most Haitian institutions have taken actions to control the production of urban areas by establishing norms and rules. Despite the appearances, these norms and rules have their roots in the history of Haitian social formation. In this regard, the article raises three questions: How are the city and the regulation of the built environment thought throughout the history of Haiti? What is the logic behind the various attempts to think the urban and building practices in cities? How do urban planning and construction regulations compare with each other and with practices in the field? To these questions, the author intends to provide some answers, which can serve as important elements for a historical sociology of urban planning and construction standards in the country.
