Abstract
The Fredericton-Moncton Highway in New Brunswick, Canada, was originally planned as a toll road with non-stop electronic fee collection, as well as smartcard, and cash payment options. A feasibility study had shown that it could be built as a toll highway in four years under a public-private partnership. The project was approved in December of 1996 and a completion date of 2001 was set. In January, 1998, the contract to develop, design, construct, and operate the highway and its tolling systems, and collect the toll revenues was awarded to Maritime Road Development Corporation (MRDC). The project was becoming controversial, and a pressure group campaigned vigorously against tolls. The group, Tollbusters, convinced the Conservative opposition to abolish the tolls, should the Conservatives win the provincial general election. Despite partially abolishing the tolls, the Liberal Government lost June 1999 election. MRDC was asked to propose an alternative method for measuring use of the highway. They presented a proposal for the introduction of North America's first ever deployment of shadow tolling (a concept more familiar in Europe). The last toll was collected on March 1, 2000. The shadow toll system will be operational at each of the sites of the original toll plazas when the highway is completed. It uses, as traffic sensors, the proven technology of inductive loops, supported by specialized software and sophisticated algorithms. Vehicle classification has been simplified to two categories and is determined purely on the basis of length. Performance of the shadow toll system, since it became operational in June 2000, has met the specifications for accuracy set by the Provincial Government. It is attracting interest form other highway administrations who see it as an alternative way of paying for roads where governments do not want to implement direct tolls.
