Capitalismos locais, cidadania local e translocalidade: mudança escalar de baixo para cima na Região do Delta do Rio das Pérolas, China

Abstract
As reformas econômicas chinesas mudaram profundamente a escala em que as coisas acontecem. Grande parte da literatura sobre escala tem se concentrado nas políticas de mudança escalar de cima para baixo. Menos tem sido escrito sobre iniciativas de mudança escalar de baixo para cima, foco deste estudo que distingue três localismos importantes. O capitalismo local aborda o capitalismo como subordinado a processos sociais e políticos locais que lhe oferecem condições fundamentais de existência. A cidadania local se liga a processos de concessão de direitos e de exclusão em sua realização local, e não através de estruturas nacionais. A translocalidade descreve as formas com que são feitas reivindicações sobre a fidelidade daqueles que possuem o capital, mas que residem em outros lugares, bem como à promoção do lugar através da construção de imagem [image-building] e de melhorias da infraestrutura física / social. Esses três localismos distintos se sobrepõem e interagem em uma variedade de formas para moldar uma nova ordem social e espacial na China pós-reforma. Um estudo detalhado das práticas de localismo na cidade-região de Dongguan revela as formas em que o surgimento do capitalismo tem sido dependente de conexões sociais pré-existentes e tem tomado como base vilas e distritos.
